And Herod was highly displeased with them of Tyre and Sidon: but they came with one accord to him, and, having made Blastus the king's chamberlain their friend, desired peace; because their country was nourished by the king's country. And upon a set day Herod, arrayed in royal apparel, sat upon his throne, and made an oration unto them. And the people gave a shout, saying, It is the voice of a god, and not of a man. And immediately the angel of the Lord smote him, because he gave not God the glory: and he was eaten of worms, and gave up the ghost. But the word of God grew and multiplied. And Barnabas and Saul returned from Jerusalem, when they had fulfilled their ministry, and took with them John, whose surname was Mark.

Thoughts on the Book of Acts (103)
Herod had returned to the heathen-like city of Caesarea, where he resided as king under Roman supremacy. The cities of Tyre and Sidon belonged to the province of Syria, but they were dependent on Herod’s region for their food. During the negotiations, a feast in honour of the emperor took place, as the historian Josephus reported. Herod made a speech to the crowd gathered there. He revelled in the reverence paid to him by the people as if he were a god. That proved fateful for him.
Even king Herod could not prevent the Word of God from growing and multiplying. The reason was: it entered the hearts of many listeners and brought forth fruit for God (cf. Matthew 13:23).
From this point, it is not Peter and Jerusalem at the centre of the report but Saul (or: Paul) and his mission as the apostle of Gentiles.
