The Pharisee, Nicodemus,

Jesus answered and said unto him, Verily, verily, I say unto thee, Except a man be born again, he cannot see the kingdom of God.
John 3:3

The Pharisee, Nicodemus, who once came to Jesus by night, asked Him an important question: How is it possible that anyone can be "born again"? Indeed, just what is the new birth?
The new birth, often called regeneration, is brought about by the Holy Spirit in someone's heart that is open to receive the Word of God (cf. v.5) . Everyone who accepts the Lord Jesus Christ as His Redeemer receives new life from God, eternal life (v.16). He then belongs to a "new creation" and has been "born of God" (cf. ch.1, vv.12 & 13).
Conversion, turning to God, is, to a certain extent, the human side, regeneration the divine side of the same fundamental occurrence.
In an old cemetery stood a gravestone with the inscription: "X ... born ..., born again ... ". Having received life from God, the deceased was a regenerate person who had experienced the new birth.
Whoever has been born only once, dies twice; and whoever has been born twice, dies only once. That is to say, whoever dies in his sins is subject not only to physical death, but also to the "second death", the lake of fire, as the Bible teaches (cf, Revelation 20:14).
The "second death" has no power whatever over those who have been born again, for whoever believes in Christ, does not come into judgment (cf. John 5:24). When his body dies, heaven and glory are his eternal portion.
